The Decree on Selection of Strategic Partners for Implementation of the Project of Construction without Management and Maintenance of Self-balanced Solar Power Plants of Large Capacity with Battery Systems for Electricity Storage in Serbia (Official Gazette of RS, No. 58/2023) was adopted on 14 July 2023 by the Government of Serbia. The plants will be owned and managed by the state owned company Elektroprivreda Srbije.
The constructed solar power plants will have a total installed power capacity of 1.000 MWac (equals 1.200 MWdc). They will also have battery systems with electricity storage capacity of minimum 200 MW and a possibility to store it at 400 MWh. According to the Decree, the construction of solar power plants is to be completed by 1 June 2028.
Some of the requirements that bidders must meet:
- Must be a national or foreign legal entity, or a consortium of national and/or foreign legal entities;
- Must have experience in the construction of at least 25.000 MW power projects;
- Must have more than 5.000 employees;
- Must have an annual turnover of 5 billion USD per year in the last three years (2022, 2021, 2022);
- Must have completed at least one contract of the same or similar nature, which resulted in the development and construction of solar photovoltaic power plants with a total installed power of at least 300 MWp;
- Must submit a statement accepting the obligation to build solar power plants presented in the quotation no later than 1 June 2028;
- Must carry out the handover of the completed project to the company Elektroprivreda Srbije (Electric Power Company of Serbia).
The regulations governing the public procurement procedure and the regulations governing public-private partnerships will not be applied during the selection of a strategic partner. For this purpose, the principle of public bidding and collection of bids will be applied, as well as the principle of transparency and prohibition of discrimination, the principle of environmental protection and the principle of efficiency.
